Please Help! How to get custody of your kids in a foreign country?

my sister married a Malaysian. they have 2 kids (US born). couple months ago they decided to go visit his family in Malaysia. they are suppose to return to the US today, but the husband abducted the kids and got a court order for them to not leave the country. my sister is now stranded and powerless. how can she get her kids back and go home?
