Who's Senate record is more impressive?

Well it all depends on how many were signed into law and the effect the bills have on the nation. What if it turns out that the Lugar-Obama Nuclear Non-prliferation and Conventional Weapons Threat Reduction Act ends up hurting the country more then helping. I think it is to soon to tell who's record is more impressive because we haven't seen the effects of these bills.
