When i transfer to a 4 yr univ from a CC, will they be able to give me fee waivers for the application? ...?

i just wanna know this in advance, i'll be going to a community college next fall as a freshman. im just wondering, after 2 yrs in a community college and transfering to a 4 yr university as junior, will they give me fee waivers for the application? i applied to a UC and a CSU 1 month ago but things happened and now imma go to a CC, and when i applied my counselor gave me fee waivers and i used all of 'em for my application and did not pay anything. So, is it the same in CC, will they give me fee waivers for a transfer application to a 4 yr university?
