Taking advantage of friendship or lust for money?

I have a bi friend whom calls me or text messages me everyday. In our conversations he'll ask to borrow money to pay some bills, but I sometimes I tell him I don't have they money. He then tells me that he loves me and If I love him I will lend him the money. I sometimes feel that he is taking advantage of our friendship to which he has not repaid any monies I loaned him.
