What is with American anchors calling every black person on earth African American?

They were doing a special on Obamas Kenyan stepmother and they are contantly calling her African American. I believe they even said something to the extent that "African Americans in Kenya are proud. They are not African American. They are Kenyan. His step grandmother has nothing to do with America. Are American anchors doing this on purpose or are they really just that stupid. Its very VERY annoying.
